Haras Nationaux is a public agency, that regulates and administers breeding of horses and donkeys in France.  It oversees twenty-two regional horse-breeding centers, the Haras, all of whose names can be found around the scarf.  Yes, there are 23 altogether, because how could Monsieur Watrigant not including Hermes.
